ASSESSORS MEETING MINUTES
APRIL 24, 2003
7:00 P.M. Called meeting to order. Present: Robert Merritt, Paula Keefe and Mark
Mazur.
7:05 P.M. Old Business
The Board reviewed and then approved as amended the minutes from
April 3, 2003.
The Board read a letter from the Norfolk County Registry of Deeds
concerning the processing of deeds for use by communities.
7:10 P.M. New Business
The Board was told that the Administrative Assessor presented our Capital Outlay Committee Request to the Capital Outlay Committee on Tuesday 4/8/03. It is for the photographing of buildings townwide and adding them to our appraisal software. It was approved unanimously.
The Board read two letters from G. Clifford Goodband, requesting certificates of penalty taxes due for three parcels.
The Board then read a letter from Town Counsel advising them how to respond to the Goodband request for certificates of penalty taxes due.
The Board approved the wording of a cover letter to Mr. Goodband.
The Board signed three certificates of penalty taxes due and three lien releases for the Goodband property.
The Board read a letter from a taxpayer, complaining about the letters we send out in attempt to gain entry to houses that have done interior building permit work. The Board discussed revisions to the wording of the letters we send out.
The Board was told by the Administrative Assessor that clause 41A deferrals are not funded through the overlay account. They are comparable to tax title accounts. This means we were mistaken when estimating the financial impact of changes to the clause 41A deferral program. The Administrative Assessor will draft letters to the FINCOM and Selectmen alerting them to changes to our estimate.
The Board reviewed an analysis of the overlay reserve accounts. The
Board also discussed what amounts to release from those overlay accounts.
